THE CEREAC HELD THE THIRD MEETING OF ITS TECHNICAL COMMITTEE
Luanda, 12 December 2025 (Republic of Angola) – The third meeting of the Technical Committee of the Regional Centre for Renewable Energies and Energy Efficiency of Central Africa (CEREEAC) held from 8 to 12 December 2025 in Luanda, Angola, was organized in collaboration with the Commission of the Economic Community of States of Central Africa (CEREEAC)
Luanda, 12 December 2025 (Republic of Angola) – La third meeting of the Technical Committee of the Regional Centre for Renewable Energies and Energy Efficiency of Central Africa (CEREEAC) held from 8 to 12 December 2025 in Luanda, Angola, was organized in collaboration with the Commission of the Economic Community of Central African States (ECCAS) and theUnited Nations Industrial Development Organization (UNIDO), with financial support from the European Union.
The purpose of the meeting was to obtain the consensus validation of the members of the CEREEAC Technical Committee on all the study reports listed below, while at the same time building on their technical and methodological capacities for the analysis, evaluation and appropriation of the reports. The reports concerned are:
• The ECCAS Minimum Environmental Performance Standards (MEPS) project for lighting, refrigeration and air conditioning, as well as the comprehensive regional framework for its implementation and compliance,
• The ECCAS road map project for increasing investment in small hydropower plants and its implementation and monitoring, and.
• The draft conclusions of the basic study on the state of the sustainable energy research, development and innovation landscape in ECCAS member countries.
Training sessions were organized on (i) the use of CEREEAC's web platform on sustainable energy, (ii) the relevance, process and implementation of Minimum Energy Performance Standards and energy labels, (iii) the design, installation and operation of small hydropower plants.
The meeting brought together experts from member states, including members of the Technical Committee, standardization specialists, focal points of the Global Environment Fund and members of the Research Network for Energy Transition in Central Africa. Representatives of the ECCAS Commission, the Energy Pool of Central Africa (PEAC), UNIDO and several Technical and Financial Partners were also present.
The work of this meeting was officially opened by Mr. Juan Francisco Miko Nvono Avomo, Head of Division of Renewable Energy and representing the Minister of Electricity and Renewable Energy of the Republic of Equatorial Guinea, in his capacity as resident of the Technical Committee of CEREEAC.
The opening ceremony took place in the presence of Mr. Diogenes ORSINI, Director of the National Directorate of Electrical Energy and representing the Minister of Energy and Water of Angola, as well as Mr. Desired Armand NDEMAZAGOA BACKOTTA, Director of Energy and representing the Chairman of the ECCAS Commission. It was also attended by representatives of the Ministry of Energy and Water of the Republic of Angola, UNIDO, the European Union, the ECCAS Commission and the Ministry of Electricity and Renewable Energy of Equatorial Guinea.
At the end of these five (5) days of work, the participants validated the reports of the three studies, subject to their observations being taken into account. In addition, they became familiar with the principles of MEPS and energy labelling, explored the CEREEAC web platform dedicated to sustainable energy, and strengthened their technical knowledge needed to contribute to the design and commissioning of a small hydropower plant.
The meeting concluded with a note of great satisfaction. The closing ceremony was chaired by the representative of the Minister of Electricity and Renewable Energy of the Republic of Equatorial Guinea, after reading a motion of thanks addressed to the Authorities of the Republic of Angola.
As a reminder, CEREEAC, established in July 2021, is a specialized institution of ECCAS, based in Angola, the host country of the headquarters. Its mission is to coordinate the implementation of the ECCAS Policy on Sustainable and Efficient Energy Efficiency and to promote the creation of an integrated and inclusive ECCAS market for related products and services.
