Experts from the UD/CORREAC officially installed

Kinshasa, Democratic Republic of the Congo, 19 February 2026 - The capital of the Democratic Republic of the Congo hosted the solemn ceremony of installation of experts from the Starting Unit of the Regional Commission for Central African Electricity Regulation (UD/CORREAC).
The Congolese Minister of Water Resources and Electricity, His Excellency Aimé SAKOMBI MOLENDOwas represented at the ceremony by its Director of Cabinet, Mr. William TUMAWAKU NSUMBU.
Chairman of the Commission of the Economic Community of Central African States (ECCAS), His Excellency Ambassador Dr. Ezekiel Nibigira, was represented by the Director of Energy of the ECCAS Commission, Mr. Désiré NDEMAZAGOA BACKOTTA.
The two designated experts, Mr. Samuel NYOBE and Mr. Charles Mukandirwa Wetemwamihave been formally installed in the exercise of their respective functions as Head of the Start-up Unit and Legal Expert within CORREAC. They will perform their duties at the headquarters of the Authority for the Regulation of the Electricity Sector (ARE) of the Democratic Republic of the Congo, which temporarily houses the Start-up Unit.
The ceremony focused on the following highlights:
• Welcome by the Director General of the DRC Electricity Regulatory Authority, delivered by the Deputy Director General of the CARE, Mr Marco KUYU ;
• Address by the Chairman of the ECCAS Commission, read by the Director of Energy of the Commission, Mr. Désiré NDEMAZAGOA BACKOTTA;
• The speech by the Minister of Water Resources and Electricity, delivered by his Chief of Staff, Mr. William TUMAWAKU NSUMBU;
• The official delivery of the Terms of Reference of the Starting Unit of CORREAC to the Head of the Unit, by the Representative and Head of the Liaison Office of ECCAS in DRC, His Excellency Ambassador Dr. Daniel Pascal ELONO;
• The clipping of the symbolic ribbon marks the provisional provision of an office dedicated to the Start-up Unit within the premises of the ARE, followed by the physical installation of the experts in their offices.
The Secretary-General for Regional Integration of the Democratic Republic of the Congo also took part in the ceremony. His Excellency Ambassador Dr. Daniel MAKIESSE Mwanawanzambi, as well as officials from the Ministry of Water Resources and Electricity, the Ministry of Regional Integration and the Directorate-General of the Regulatory Authority of the Electricity Sector of the DRC.
It should be recalled that the task of the Start-up Unit is to undertake the necessary actions for the effective operationalization of CORREAC. Its duration is set at twenty-four (24) months from the date of entry into service of the Head of Unit on 9 February 2026.
The installation of these experts is a decisive step towards the effective establishment of a regional mechanism for regulating the electricity sector in Central Africa, thus contributing to the strengthening of energy integration and the consolidation of the regional electricity market.
