Lieutenant General of the Gabonese National Police, Commissioner Marcel Moussadji Mapangou is a specialist in security, border governance and international police cooperation, with more than thirty-five years of service. A former Commander-in-Chief of the Gabonese National Police Forces (2018-2020), he served as INTERPOL Specialised Regional Officer in Abidjan and Yaoundé, and as Cross-Border Security Expert at ECCAS. Coordinator of the ECCAS Borders Programme since June 2020, he led the development of the Integrated Regional Strategy for Border Governance in Central Africa (SRIGFAC) and of the Code of Conduct on Human Rights at Borders. He holds a postgraduate diploma (DESS) in Security Law and Policy from Lyon III University.

Career

  1. 2003 – 2012 INTERPOL Specialised Regional Officer, Regional Bureaus in Abidjan (Côte d'Ivoire, 2003-2009) and Yaoundé (Cameroon, 2009-2012). INTERPOL Team Leader for the security of the 2010 FIFA World Cup.
  2. 2013 – 2016 Cross-Border Security Expert, African Union Border Programme in the ECCAS region, Department of Human Integration, Peace, Security and Stability, ECCAS.
  3. 2016 – 2018 Deputy Commander-in-Chief of the Gabonese National Police Forces, in charge of Operational Units and Logistics.
  4. 2018 – 2020 Coordinator of the ECCAS Borders Programme, Department of Political Affairs, Peace and Security. Leads the SRIGFAC and its action plan, the Code of Conduct on Human Rights at Borders and the joint AU-ECCAS study on border disputes.
