M. Niaty-Mouamba Maurice

In brief

A transport economist and civil engineer-economist, Dr Maurice Niaty-Mouamba has more than forty years of experience in public administration, consultancy firms and regional integration organisations. A former Minister of Transport and Civil Aviation and former Member of Parliament of Congo, he contributed, at the African Union Commission, to the Programme for Infrastructure Development in Africa (PIDA) and its Priority Action Plan. He has worked with the World Bank, the AfDB, UNDP, the European Union and the Regional Economic Communities, and chairs the pan-African network SITRASS. A Doctor of Economics (specialising in transport economics, Lyon 2 University), he is also a trainer at several specialised institutes.

Career

  1. 2007 – 2016 Transport Economist, African Union Commission, Department of Infrastructure and Energy. Preparation of PIDA and its Priority Action Plan, African Road Safety Action Plan, Trans-African corridor studies, Secretariat of the EU-Africa Infrastructure Partnership.
  2. 2016 – 2018 Head of Mission, National Integrated Transport Master Plan of the DRC (AfDB-funded). Sector diagnosis, multi-year investment programme and proposals for institutional and regulatory reforms.
  3. 2018 – 2026 Head of Mission, Transport Sector Governance Support Programme in Togo (EU-funded). National road maintenance and rehabilitation strategy, road maintenance manual, creation of the Land Transport Observatory, training of officials in results-based management.
  4. 2023 – 2026 Head of Mission and international expert on corridors and transport in Africa. Management of Central African road corridors (EU, 2023-2024), Pointe-Noire–Brazzaville–Kinshasa–Bangui corridor (Global Gateway, 2024-2025), Douala–Bertoua–Garoua Boulay and Kasumbalesa–Kolwezi corridors (2024-2025), professionalisation of road transport in Niger (since November 2024).
